Setting Up Internet Gateway green light keeps flashing

I am trying to setup the Internet Gateway.  The green light will not stop flashing.  I have tried:
 connecting directly to the modem and restarting the modem
opening the suggested ports on the router
soft reset
hard reset 

The green light just wont stop flashing. It's getting very frustrating!
