Scheduler is now BROKE V3.117.1

Devices that are setup to be controlled by the Scheduler no longer change state to either ON or OFF.  Even though the Log will indicated "Event Triggered", the physical device neither turns on or off at the scheduled times.  You can still manually control device, but scheduler is BROKE.  How can something this major not be caught before releasing this code?  Is there no QA or better yet REGRESSION testing?  This is a WIDESPREAD issue affecting thousands, please FIX!!!
