Rules are not working when a time range has been selected

My Rules and history is working great when any time of the day is selected   But when I select a time range for this rule (11PM to 6AM), then that rule never works.

Chris - I apologize you are having a problem with your notifications. Can you test something for me? Can you set two alerts? One from 11:00 to 11:59 PM and the other from 12:01 AM to 6:00 AM. Let me know if that takes care of it.
